Rim was done five years ago with MasterSeries silver and is outside every day.
Three coats of MasterSeries silver applied with foam brush to backside of bumper. No rusting after 5years outside every day. I also did this on my daily driver some 10 years ago.
Sheetmetal with pinholes is difficult to weld and time consuming to cut out and repair. Put tape on the backside of the metal, brush on two coats of MasterSeries silver primer/sealer and the pinholes will be filled in . Then you may do the backside if accessible.
This sample has been outside for 5 years with no visible rusting or no color fade.
